I worked on a KI208 and the problem was, no VOR or LOC. Using the service manuals trouble shooting blocks to find out what section could be bad it indicated that the 30 hz ref circuit. Way back at the beginning of the block trouble shooting section, was the 9 E reg. OK? It was and then it went into blocks leading to the 30 hz ref. No mention of the 4.5 E reg after the 9 E reg. In fact in this unit it was bad. Just a tip when working on on King products like KI 208 and 209.
